Founder and Principal

Woody Bolton is the founder and principal of Bolton Development, LLC. Woody manages the business development activities of the company by formulating the strategic plans to meet investment objectives and anticipate capital market constraints and sourcing and underwriting qualified opportunities. He provides executive management of project development, legal, municipal approvals, commercial tenant leasing, and project financing.A real estate executive, principal, and fiduciary with twenty-seven years of real estate investing, management, and development experience. An executive at real estate companies including Boston Properties, Inc., CarrAmerica, Inc., and Perseus Realty, LLC for which he founded. As a principal and project manager originated acquisition and development strategies, managed, marketed, leased, capitalized, and completed over $9 Billion dollars of projects. 

Principal and Director of Construction

Ray Hubbard brings his considerable expertise in construction as a principal with Bolton Development. He has 35 years of experience as senior vice president, vice president, project manager, development executive, and contract manager for Clark Construction and their four subsidiaries, working on some of the most iconic office, multifamily, hospitality, and infrastructure projects in the Washington area and worldwide. Ray also held senior positions with Tutor Perini in Guam and in Abu Dhabi with Gulf Related Middle East, where he was responsible for a multilingual construction staff working on projects valued at $2.5B. Ray has built more than 18,000 residential units and 10 million SF of office space, as well as 14 data centers, a 14,000 seat AAA baseball stadium, and the 3.9 million SF East Wing of the National Gallery of Art. Ray studied civil engineering at the George Washington University and has taught at the Wharton University Summer Executive Program 

Senior Vice President of Development 

Gaby Kornely is a project manager with Bolton Development and leads day-to-day development activities. Gaby has 20 years of finance and real-estate experience working with, among others, The Rock Creek Group, Perseus Realty and Perseus LLC. She received her BA from the University of Virginia and MBA with a concentration in finance from Johns Hopkins University. 

Senior Project Manager

Petar Radakovic is a senior project manager at Bolton Development, LLC. Petar has over 11 years of commercial real estate experience, working with Walsh Construction Company and Grunley Construction Company to deliver 1.5M SF of office space, 541 residential units, and has closed over $10M in office, retail, industrial, multifamily and hospitality transactions. In addition to successfully leading project teams and delivering buildings to occupancy throughout the DC-metro area, Petar has expertise in managing complex military and intelligence projects and has built secure access points, roadways, parking, utilities, and infrastructure for the Department of Defense, the NSA, and NAVFAC. Petar obtained his BS in civil engineering from the University of Virginia. 

Senior Construction Manager

  Robert Mulloy is a senior construction manager with Bolton Development, LLC. After earning his BA from Virginia Tech, Robert joined Costello Construction and, later, Grunley Construction as a project manager working for both private and federal clients, including military and civilian projects. He has successfully led teams from project award through delivery and occupancy and brings specialized experience with sustainable design and agricultural development. Robert is certified in both concrete and steel construction inspection. 

Development Project Manager

Jay Bolton is a project manager with Bolton Development and leads the development platform in the New York and New Jersey regions. He is responsible for a wide range of activities including new business procurement, underwriting, development, and construction management. Jay has assisted in sourcing and procuring all ongoing and pipeline projects since joining Bolton Development in 2020.  Prior, he attended St. Lawrence University and earned his BA in Political Science and Communications.
